I have a current similar issue. I'm logged in on my laptop but not on my phone and have received no emails despite sending the password forgotten stuff.

Well, this is going from bad to worse - in debugging last night, it managed to log people out but the sending of email is also broken so people can't reset passwords...

OK, email is now up and running again. I've set up a temp workaround and it seems to be OK, so password resets and notifications should be happening once more.

The site is falling over episodically and not being able to open threads is a precursor to the full Resource Limit Exceeded experience.

That said, I was just able to open that thread, so you might try again.
