There's a line of thinking that says Trump will drop the tariffs as soon as PA-18 is done, and this is a supremely cynical short term move to buy a House seat that the Republicans don't even need, and which is changing so much next term that there won't be any incumbency benefit anyway.

He himself might not be an old-school 70s throwback lefty protectionist, but a lot of his supporters are, and having heard him slamming NAFTA down the years they certainly assume that he's with them. Well the thing is that that you can be opposed to free trade, but when the time comes to actually introduce tariffs, someone points out that it's self defeating and show how it would damage the economy in other ways, so it doesn't happen.
