This situation is the direct consequence of the hostile environment created by the HO in Blair's first term of office when forcing asylum seekers into destitution was first introduced as a deliberate arm of policy. From March to September last year not only was a stop put on evictions of asylum seekers from HO accommodation but also everyone who had previously been made homeless but who for various reasons can't be removed from the UK became eligible for support and accommodation (not, of course, out of any sense of compassion but because of the wider risks to public health created by a population of homeless people, the lucky ones of whom are able to maintain a roof over their heads for the most part through sofa surfing).

The upshot was that not only did the HO's contracted accommodation providers run out of available accommodation to house these people, nor were they able to provide adequate accommodation to people newly arriving in the UK hence firstly the use of 'luxury' hotels (if your idea of luxury is sharing a room with a complete stranger with no money to spend) serving 3 course meals from an a la carte menu (if your idea of a la carte is a triangular sandwich, an apple and a bag of crisps) and then the barracks. It's a fucking disgrace on so many levels.
