They can't negotiate because they don't have any coherent positions.
The posturing about not wanting the working papers (or anything to else) to "leak" is really about not wanting the positions trashed immediately by MPs and media that "support" the government.
Cummings is only interested in another election in which he can deploy his full range of dirty tricks. He has no more idea of (or interest in) the details of actually leaving than he had last time.

Number 10 is completely in thrall to the forces that conceived, led and funded the materially misleading, lawbreaking and corrupt Leave EU campaign, which isn't particularly surprising given the virtual absence of serious attempt at holding that campaign responsible for its actions.
