They can't negotiate because they don't have any coherent positions.
The posturing about not wanting the working papers (or anything to else) to "leak" is really about not wanting the positions trashed immediately by MPs and media that "support" the government.
Cummings is only interested in another election in which he can deploy his full range of dirty tricks. He has no more idea of (or interest in) the details of actually leaving than he had last time.Comment

The point is that offering the best deal possible against remain is the best possible way of showing the benefits of remaining.
