Also last week, I took a tour Thursday of the new, multi-million dollar Kleen Energy plant on River Road in Middletown. This plant is a huge win for the city of Middletown. With it, the plant brings in $2 million in tax revenue to the city when it is opened. It is equally important to note that during the construction phase, there were days with more than 1,000 construction workers on the job.

It's clearly bad, but one hopes that "mass casualties" is a bureaucratic overstatement. It also sounds as if it may have happened as they were firing the plant (which doesn't seem to have been in operation).
