Well, because he managed the best team in England at the time. Then the richest team in England. Was mediocre at Newcastle and Celtic, and also on his return to Liverpool, but that was overshadowed by the fact that he was "King Kenny" and "One Of Our Own"
And also because most starfish have more tactical awareness than Keegan.

Busy day for the Star's sportsdesk actually, as they're also carrying excited articles about how the current Woves manager (whatever his name is) should be Everton's top choice. Quite why Wolves stories have at least as much prominence in the Shropshire Star as Shrewsbury and Telford stories is another question.
