From the post-match chat it seems that Suárez really hadn't been told he wasn't eligible to play, and that the coaching staff had told him to go and warm up in an attempt to psyche out the Venezuelan players. It'll be interesting to see what happens next, because he looked extremely annoyed when they told him he wasn't being sent on.

The technical team have to fill out a team sheet listing which players are in the starting XI, which are substitutes, and which are unavailable due to injury or suspension. Suárez was marked as injured, which means he couldn't have been sent on.
