I'm not sure about it. I don't think clues that involve two consecutive wordplaying actions to solve are entirely fair. I think we've concluded on here before that finding a synonym and then making an anagram of that synonym is unfair, and while this is easier (translating 10 into TEN before finding the hidden word), I still think it falls in the same area of slightly-too-much. I've never seen such a clue in a published crossword.
(Note: I guess it is possible I have seen such a clue, but have never solved it)
