Assuming you mean the Nations League, it's already been done. Started in September, and used the six international fixture slots between then and now to complete the round robins. All that remains is to find the overall winner (England, Portugal, Switzerland or Netherlands) next summer.
I’d be happy to get rid of the World Cup qualifiers and award places in the WC based on the outcome of an international National League set-up. Or something like that.

There are also a number of other restrictions on the draw - no more than two sides hosting finals matches can be drawn in the same group, no more than two nations classified as medium/ high risk for severe weather can be drawn together and then there are some limits to prevent excessive travel for some countries on the extremities of Europe.

Bosnia has never recognised Kosovo's independence, due mainly to heavy lobbying from the ethnic Serb tranche of government, but also some Bosniak reluctance to engage with the stricter, Saudi sponsored Islam practiced in Kosovo.
So Kosovo still have considerable beef with Serbia and Bosnia - just today they imposed 100% tariffs on imports from both countries.

I don't see how NL group winners are hard done by. The NL is 4 or 6 games over a few weeks whereas the tiers were based on coefficients from a much bigger range of games. I think the pots are striking a fair balance between current form and longer term pedigree and the teams who have had the poorest year - Germany and Iceland - have been relegated.
The NL group winners in Tier D such as Kosovo should beat whichever Pot 4 or Pot 5 team they get.

The list of restrictions of who can get drawn against whom for political, geographical, potential hosting or even meteorological reasons is going to make this very hard to follow. If England get drawn with Ireland, for example, they can't get Romania, Hungary, Azerbaijan or Kazakhstan. If they draw Russia, Germany or Denmark they can't draw Ireland, Scotland, Romania, Hungary or Azerbaijan, and if they get Finland or Norway with Russia they then also can't get Lithuania, Estonia, Belarus, the Faroes or Latvia. Poland and Italy maybe, based on how badly Poland have played this year and how Italy messed up the WCQ. But they'd get a UNL play-off, as would the second seeds.
Wales should qualify unless Slovakia or Hungary dramatically improve. From the 3rd tier, maybe Turkey could put Iceland out, and the second spot in England's group looks competitive. Group G is incredibly weak.
Macedonia and Kosovo could conceivably grab a qualifying slot and throw open the Tier D playoffs. Belarus are unfortunate; could Georgia upset Denmark?
