Back to the substantive discussion, one issue with 9 x 4 is the odd numbers mean four teams each matchday without a game. They could organise friendlies against each other, OTF vs Div.1, Div.2 vs Div.3, but that does take effort and organisation.
The issue with 12-team leagues is length and dead rubbers. Either you have 3 up/down, in which case there is a big mid-table zone or 4 up/down, which just shifts the zone where sides are just marking time as know their destiny long before the end of the campaign to the top and bottom extremes of the table.
10 with 3 up-down feels like the ideal number. But of course that does rely on having a multiple of 10 players in the league to work. Which is not always possible.
