It was hard to see how McSally could have won. 40000 votes behind, 170k votes left, of which 20k were in Pima and Coconino counties. So she'd have had to win the other 150k by nearly 30%. She wasn't winning Maricopa County at all, so it would be near impossible for her to be winning the last parts of Maricopa 65-35.

I think it's fair enough to concede. Trump won't be happy, mind you...
