It seems just insanely open to - even designed for - abuse.
It's why the Voting Rights Act was such a monumental piece of legislation and why the Supreme Court's evisceration of some of its key provisions was so pernicious. It's also one of the (many) reasons our turnout numbers are so low, as it convinces people that the system is rigged and that their vote doesn't matter.
As always, it is incredibly hard to get legislators who owe their seats to the the current system and/or see reform as an existential threat to their preferred policies to agree to changes.
