Hmm, so it turns out that he and his pal spent the night in custody (contrary to early reports). That increases the chances that blood was taken, especially as he doesn't seem to have a lawyer.

You can be "barred" for anything (or nothing), and this administration is particularly aggressive in looking for reasons to deny visas (note that denial of a single visa application does not mean that you are barred for life (or even a prescribed period)). Maybe the time has come for Viral social media clips to receive the same sort of first amendment protections as pornography.
