Can anyone help me with a spot of research?
Round about 2003-4 I seem to reemember G. Brown talking about the idea of some kind of "citizenship bonus" - a lump-sum payment (1,000 GBP? someting like that) to young people when they reached the age of majority. Possibly there was some sort of restriction on the money (it had to be used for education, training, etc). Initiative accompanied by lots of talk about "stakeholder socirty", "asset-based poverty reduction programs", etc.
1) Does anyone else remember this?
2) If so, what the hell was this scheme called?
3) Was it ever actually implemented or was it just talk?
4) If yes, how is the scheme working (is it considered successful, have their been any bals-up, etc)?
