Help me. I've been lifted for the murder of Maddie McCann.

My girlfriend's little sister, Michaela, is pregnant. She's due to drop her sprog on December 13th, and as a result, has suspended her university course for a year.
This, according to the Job Centre, means she cannot apply for job seeker's allowance. She also doesn't qualify for incapacity benefit as she hasn't paid enough National Insurance. She also can't qualify for a maternity grant as she doesn't claim income support. They did give her £75 a week ago, but now are asking for it back, as it was a mistake.
So she went to the university, who suggested she applies for a grant, and also her loan for the year. Which is fair enough, and solid advice. However, the LEA are now saying she doesn't qualify as she isn't a student. Which they should perhaps tell the folks at the Job Centre.
We're at a bit of a loss where to go from here. She has no money whatsoever, and can't even buy food until she has the kid, at which point her circumstances change. Apparently. We've got a pile of letters from everyone, that basically talk themselves in circles, saying they can't do A until we do B, but we're not qualified for B until A is done.
Can anyone point us in the right direction - hell, any direction - where to go with this. Michaela can do without this stress (obviously) and is very down about it, and reluctant to get help from her family, who aren't in a great position to help anyway.
Also, if you anyone knows how to get two free tickets to that Monkey thing at the 02, that'd be nice. But not essential.
