    Motivation's what EU need

    In case the competent authority of the home
    Member State decides not to withdraw the registration of the credit rating agency
    concerned, it shall motivate its decision.
    Am I being dim or is this a novel/highly obscure usage of "motivate"? It seems to mean "explain the motives for", which I've never seen before.

    It's Eurospeak (and a particularly bad example therof).

    The author's native language is quite likely to be French.

      It's used pretty commonly in academia - about half an hour ago in a talk I conceded to somebody that I "hadn't motivated [a particular dispute] properly". I don't know whether it's a "legitimate" usage or a horrendous solecism, but it's fairly common in my line.

        Is "motivating a dispute" like starting a fight?

        It's surprising to me that you wouldn't have been up to that task.

          No, it was about my failure to explain why two parties were having the dispute they were having, which bore on what were and were not satisfactory answers to it for each...
