This seems illegal to me. It exposes the claimants to physical danger in Mexico, which does not meet any sane standard of safe third country, and distances them from the officials processing their claims, unless the US is going to send the officials to Mexico.

Exploitation as cheap labour is also on the cards, and could still be opposed by US white nationalists on the grounds that the US cannot afford to handle the claims.

The details are far from clear and legal challenges grounded in US treaty obligations are virtually certain.
