Unfortunately I think she has misread her source here:
The district was recently singled out for review by the Office of Civil Rights at the U.S. Department of Education: According to the Office of Civil Rights’ data, while 16.3 percent of Black students had disabilities in the district 62.4 percent of Black students with Limited English Proficiency or disability status receive more than one out-of-school suspension.

It's interesting how they seem to get high-ranking jobs in these Universities and organisations.
This is going into Native American five dollar Indian territory.
When Farrakhan dies and Gary Batton takes over as leader of the NOI, you know its a wrap.

1,900 people complained to Ofcom about Alesha Dixon wearing a BLM necklace: https://www.bbc.co.uk/news/entertainment-arts-54277992
How do you fight that mindset? If people can be so enraged by a piece of jewellery that they actually bother to phone and make a complaint. That just blows my mind.

Social media is behind that, I would guess. In the 80s it would have been a few Tory activists prompting Norman Tebbitt to rant away, but not 1900 phone calls.
Also today you can complain online so don't even need to get off your arse and dial a phone number.

All these silent protests like taking the knee and wearing defiant jewellery to a white Supremacist is the beginning of a slippery slope ending in full equality for all.
This is seen as a nightmare scenario.

Agree with TG- they feel both powerless and embarrassed that they need to gurn about it (although phoning to do so is easier than ever nowadays).
I shouldn't 'out' my own family for doing this- but given that they spend so much time on Twitter and Facebook insisting that 'this has gone too far, it's made race relations worse', they deserve it

I think you would have had a fair number of complaints to the BBC as well as the Sun/Daily mail with the usual "PC gone mad"/"Ungrateful coloured people" Stuff.

She was specifically referring to the numerois sterilisations
without consent performed at an ICE facility (which came to light last week).
The broader question is more difficult, largely because of the dysfunctional nature of US health care.
Fertility clinics are a high margin business here and unsurprisingly tend to cluster in wealthy areas that in turn tend to be very white (the Upper East Side of NYC being an example).
State restrictions on abortion make it more difficult to compare those facilities like for like, though it is the case that the more visible facilities (like Planned Parenthood offices) tend to cluster in less well off areas. It is also the case that rate of pharmaceutical abortions is higher as one goes up the income spectrum.
