He only needs a majority among the less than representative Tory membership.

As to the Gove story, one of the many unpleasant aspects of being sealed in a bag of snakes is that one can never be sure just which one is biting you at any given time.

He may not get the chance as I'm pretty sure Corbyn will call a vote of no confidence at the first opportunity. This is why his base is important as he might become PM but only for a very short time.
