It's almost as if whatever the Tories say they're trying to do, their actions seem designed to achieve the opposite.
Their record since Thatcher's time is one of aggressively centralising power while pretending to be about small government. It's probably why all the major cities except Manchester smelled a rat when they were offered supposedly greater control over commissioning health services.
