Who knows, they haven't shown any of the questions.
Nevertheless, predictably there are comments (below that article) about students spending too much time on social media, maths being a waste of time, and one suggesting that a student who had done enough work would have been able to apply their knowledge to any question. Yeh, right.
Nothing wrong with moving the grading. I guess the problem with an exam that is too difficult is that it makes defining grades in the ranges more challenging which would raise fear that you are creating type 1 and type 2 errors.
