I think she was informed at the time she received the award. It helps that she is not yet married, and I think it allows the son or daughter of a recipient to take advantage of the privilege. There is currently a two year waiting list.
Sometimes an honour is totally justified, such as this one announced today for L/Cpl Josh Leakey who has been awarded the Victoria Cross for bravery for actions in Afghanistan. His presence at an awards ceremony will completely over-shadow the career civil servants who got a gong for doing their job.
Incidentally, L/Cpl Leakey is the second member of his family to get a VC. His second cousin (twice removed) was awarded one posthumously during the second world war.

The Da turned down* MBE when he retired from the Foreign Office. I'd like to take the credit but of course he was annoyed it wasn't Officer (although he was only a Sergeant in the Army)

Covid-19 has been tough on us all but Government should ensure children don’t pay the price:
- 14% of parents & 10% of children have experienced food insecurity over the last 6 months
- 32% of families have lost income as a result of Covid-19
- Demand for food banks this winter is predicted to be 61% higher than last.
With the Child Food Poverty Taskforce, I am calling for Government to allocate money to
- Expand free school meals to all under-16s where a parent or guardian is in receipt of Universal Credit or equivalent benefit
- Provide meals & activities during all holidays
- Increase the value of Healthy Start vouchers to at least ?4.25 per week, and expand the scheme.
