The obvious solution would be to contract it out . People bid for the work . Bit like tax collecting in the old days -you bid for the work and you get paid from the money you make off the top..

This will run into next week. Judging by the marr interview this morning if he went to Durham on 19th he’s definitely toast. I think he’ll have to go anyway. So many people have been seriously affected and seriously acting on lock down that this knob flitting round the country is gonna make the whole country mad.
