Indeed, "we" do not have "levels" in the US, as they would both require and evidence a comprehensive and rational Federal response, which we very much lack.
Though I'm not aware of states or municipalities that have established such a methodical approach, either. The preference here is for more flexible and ad hoc responses, though there is also the shadow of the Federal "terror threat levels", which have never done any good for any but those who profit off of such things.
