Are they allowed to leave? If Wuhan is plague epicentre and nobody is allowed to leave how are foreigners exempt?

They need to learn from the example of Eyam

        26th January update.

China says 1,975 confirmed cases, and a further 2,684 suspected cases with 56 people dead.

A 2-year-old girl became the youngest person admitted to hospital with the virus (though as far as I'm aware she hasn't died).

Health officials say that the virus is contagious before symptoms appear which makes it much harder to contain.

China has banned the sale of all wildlife nationwide as of today.

Wuhan is planning to build a second new hospital. This one will have 1,300 beds and be ready in a few weeks.

I don't know how evacuating Americans is going to work. Presumably they'll quarantine them all for a while, but I agree it's not necessarily a sensible move.

The "Western Powers" (and Japan) appear to be interpreting the travel ban as applying only to Chinese nationals.

And yes, the plan is that the evacuees would be subject to full examinations upon arrival. That said, the increasing number of reports of transmission from non-symptomatic individuals gives one pause.

Maybe it's changed, but at least initially the "quarantine" in Wuhan only applied to public transport.

Add Japan, Germany and Italy to the list of countries re-patriating nationals

The mayor of Wuhan estimates that around five million people have left the city since the outbreak began

I’ve read some less favorable explanations. They seem to help spread germs when worn by sick people, but for people who aren’t sick yet, not traveling is a much better option.

That’s a different question HP. You stated the masks are useless not that masks are less effective than not travelling at all.

Yesterday I was talking (for work) to someone who lives in Guangzhou and he said the streets are totally deserted, you must wear masks if you go outside, he and his wife went to the supermarket which was empty of people and nearly empty of food. He's already been told to not come back to work until the end of February, and that's common. It sounds like a living disaster movie. God knows what it must be like in Wuhan.

There was a BBC report a few days ago from Wuhan, using video from contacts inside the city I think. At one point in the package we saw a shot from an apartment window and heard the sound of a lot of shouting, which apparently was residents yelling out encouragement and support to their neighbours. It was both heartwarming and slightly chilling - almost literally whistling in the dark.

They're yelling 'jiayou' at each other, which is a generic phrase often shouted during sporting matches. It literally means 'add oil', with the connotation being of pouring more oil onto a fire to boost it or adding more petrol into a car to give it more fuel. It means roughly 'come on you blues / reds'.

                                          Tuesday 28th January update.

4,515 confirmed cases in China, 106 deaths, including a 50-year-old man in Beijing.

New countries with confirmed cases include: Malaysia, Cambodia, Sri Lanka and Germany.

Germany, Japan and Vietnam have confirmed that individuals appear to have contracted the virus within their borders, rather than just arriving from Wuhan already infected. The German case is particularly concerning. A man apparently contracted it from a Chinese colleague who delivered a training course a couple of weeks ago and who, at the time, was asymptomatic.

Japan, France, India and South Korea plan to airlift citizens out of Wuhan. The UK is still dithering.

Hong Kong is attempting to heavily restrict transport from the mainland, closing down high-speed trains and ferries from Thursday.

Balders, have you seen anything about Macau? If HK is trying to wall itself off, one would think that Macau would be at even greater risk, yet similar action would bring the local economy to its knees.

A Japanese case that echoes the German one:

A person in Japan who had not visited the Chinese city of Wuhan has contracted the new coronavirus, Japan’s health ministry said Tuesday.

The infected man is a tour bus driver in his 60s in the city of Nara, who had contact with visitors from Wuhan between Jan. 8-16, the ministry said on its website. He began showing symptoms on Jan. 14 and was hospitalized on Jan. 25 before being diagnosed, according to the statement.
