Usual shit in there. Apparently people convicted of crimes need their pictures up everywhere because it's no different to a wanted poster. And people doing community punishments need to wear orange bibs. And these punishments can't be run by the Probation Service because they're too much bothered with rehabilitation. There's something about probation that really annoys the government.
Why are maverick bigmouth cronies given licence to publish their views whereas someone within the civil service (who is likely to be more liberal and indeed to know more about criminal justice) would be in breach of the law if they revealed their advice to the public?
