Other claimants would have to establish that they had in fact been hacked themselves, but as more cases of the hacking of others are established, the presumption begins to shift in favour of it having been done on an industrial scale.
This is also why it is increasingly the case that the victims are being represented by a limited group of counsel who have developed relevant expertise and can give victims a good chance of a substantial recovery.

Given the allegations about Murdoch and the lengths he went to use those criminal connections involved in the Morgan case to destroy competititors

Today's editor of the Daily Express Gary Jones.
Later that day Jones called Rees back to say the accounts department wanted more detail in the invoices. Rees became cross, at which point the reason for the vague wording became very clear.
‘This is tiresome, fucking tiresome,’ he said. ‘We are not going to put the numbers in there because what we are doing is illegal, isn’t it? I don’t want people coming in and nicking us for a criminal offence, you know.’

Cressida Dick, the commissioner of the Metropolitan police, has been personally censured for hampering an inquiry into police corruption in the long-running Daniel Morgan murder case.
The report of an independent panel inquiring into his death in 1987 found that the Met was “institutionally corrupt” in its handling of the case and accused the force of placing concerns about its reputation above properly investigating. It said the Met misled the public and Morgan’s grieving family.
It said the Met delayed handing over vital documents, which then delayed the work of the panel, which was set up in 2013 but is only able to report now, eight years later.
The report criticised police delays in giving access to a police sensitive database, called “Holmes”: “The panel has never received any reasonable explanation for the refusal over seven years by [then] Assistant Commissioner Dick and her successors to provide access to the Holmes accounts to the Daniel Morgan independent panel.”
