It's a bummer, but it's not as bad as last time. They weren't expecting to get to full speed for a year anyway, and it's still going to be running at far higher energies than any other accelerator before it's shut down.

Brian Cox is a-twittering about this.

Apparently the report is a bit mischievous and the shutdown is a planned maintenance break that all particle accelerators have to do every 18 months or so. Nothing to do with design faults, just a requirement of the exceptionally complicated machines involved.
