    The CIS itself was a legal fiction created to get rid of Gorbachev and not much else.
    Despite the CIS charter being raised almost two years after Gorbachev was deposed.

    There is a separate Eurasian Economic Community that does some of those things, and there are some common military structures. But those really only involve Russia, Belarus, and the Stans. Armenia, Azerbaijan and Moldova (also nominally CIS members) have very much weaker links to the others. And of course Georgia is more or less out altogether.
    Ukraine also participates in the CIS (and has the same status in the EEC as Armenia and Moldova), without being an official member. Turkmenistan isn't a member of the CIS either, having never ratified the 1993 charter, preferring to keep a neutral status.

        Phoebe, CIS agreements are like directives to referees to cut down on foul language or dissent. Yes, they exist, but they don't mean anything.

        That CIS website you linked to seems to indicate that the last CIS ministerial meeting occurred in 2003. I'm sure they have actually met since then, but I think it speaks volumes about the importance of the organization that no one has bothered to update it in six years, don't you?

          Except that benefit rates in Ireland are currently 3-4 times higher than those in the North. So even the most diehard unionist might object....

          Though to be fair prices in the North are often far lower, based on being part of the larger Brit economy.
          Unsure about current standard of living indices, as the variation between rich and poor is probably far greater in Ireland, cf. than the North, presently.
