Every two years, there's generally an article in the Irish press stating that Ireland should be more like Nation X in their soccer approach, even if in some cases, the scale of infrastructure makes emulation impractical (e.g. France and Clairfontaine). Rather, Ireland, Scotland and Wales should look to countries with similar populations, but who generally over-achieve with the resources available. As such, Croatia seems the European exemplar, qualifying for most tournaments post-independence and with a solid club development record, along with Uruguay in South America, and to a lesser extent, Costa Rica in CONCACAF. That said, there's arguably no set formula for improvement, rather blending elements from all relevant examples.
