The league has handed down much longer suspensions in the past. The courts have gotten involved. Not sure it changed anything. But longer suspensions might at least give the impression that it cares a little about safety.

[The DOPS video explaining the decision made it very clear they did not buy Scheifele’s argument that he was trying to prevent Evans from scoring a goal. They determined his intent was more malicious than that.
“It is apparent to our department that his intention on this play is to deliver a hard, violent check to an opponent with the outcome of both the play and the game already having been decided,” the DOPS video states. “In short, this is a player who has travelled a considerable distance, is moving with exceptional speed and is fully aware of his momentum who chooses to charge into a vulnerable opponent with a high, predatory hit that causes an injury.”

I agree with that justification to be honest. I don't know whether four games is too light, because it seems impossible to judge. By the time the suspension is up, the Jets could be 3-2 up in the series or out with 1 game left in the ban. (Does it carry over to next season?)
One thing that needs to happen is that the NHLPA needs to be more visible in this stuff. These are, after all, it's own members getting injured. The $5000 maximum fine is a result of NHLPA bargaining - so if they really want to deter things, that should be raised.

There is also an unwritten rule that playoff suspensions are half the number of games that would be assessed in the regular season, so if one thinks of it as eight game for a first offender it seems more congruent with the description.
The Union is most definitely part of the problem here, and I'm afraid that part of the problem is that the victims are disproportionately European while the perpetrators are almost always North American.
When the KHL first looked like the new El Dorado with unlimited cash and bold expansion plans, there were suggestions that skill players might jump leagues for the increased protection, but that vision turned out to be a mirage.

If they determined all that then the suspension should be 20+ games.
I watched it again and have a different feeling about it now. He clearly stops skating about ten feet from the goal line to line up the check. He is not maintaining momentum. Nor is he really trying to separate the player from the puck, let alone play the puck. It’s definitely charging and a game misconduct worthy of a long suspension.
I don’t know if he meant to knock him out, but he was definitely “finishing the check” - which seems to now be a euphemism for an charging or boarding.
Maurice is just protecting his guy, but he should just be quiet about it.
This discussion is pretty good.
They also discuss the inconsistency of officiating. Indeed it is the inconsistency rather than particular calls that is the big problem.

At some level would have loved to have seen Montreal and Boston play for the cup, but there's nothing more hilarious than putting the young dummy in net to give your team a spark and he gets beat near post on his first ever shot faced.
