CZE: 20

At first glance that looks like CZE has a sports system rigorously designed to produce women tennis players in a way that would be too one-dimensional and technocratic for a society that wanted to give young women a variety of life choices.

Yes, until you realise that

9 999 980 per 10 million females in Czezhia are _not_ top 100 tennis players.

But presumably, their ratio versus USA and Russia stays when you broaden the criteria to, say, the top 10,000 players, unless CZE only show superiority at the Top 100 (in which case it would suggest the best elite coaches)?
