Can I just say that Albany and Ulster counties do, actually, almost border each other in upstate New York? Though sadly not quite: Greene County's in the way. So nearly a really satisfying clue.
Sorry, spent so long devising a clue I didn't see those comments above. But yeah, to echo what's been said, I don't see how my answer follows from the clue, if indeed it does.
I struggled with fitting "candied apples" into a clue for ages, and have only just had the idea that the answer could have been TARTE TATIN, which feels as though it would have been doable somehow.
This one has me flummoxed, though. If it's not SUET PUDDING I don't know what it can be, but I can't see how it can be SUET PUDDING.
