I at one point pondered the possibility that it was an anagram of "tower" before discarding the notion. Since then, I've been staring blankly and can't even think where to start.
I have a lingering feeling that it's going to involve some Northern Irish football arcana, and will thus only be solvable by the setter himself.
I don't think there's an anagram in the "leaning tower" bit (especially "tower") because of the question mark. That usually indicates that something's being used in a rather oblique way, doesn't it?
And I just can't escape from the suspicion that "Pisa-bound U-21 whipping boys" indicates the letters NI. Although I'm not sure what the "U-21" is doing in there.

No knowledge of Irish League football, Italian geography nor buildings at risk legislation is needed. You don't even need to look anything up on google.
