              I took it as closed = shut and Bucharest airport code as OTP and therefore an anagram of them.

                                  APT was the advanced passenger train which was prototyped by BR in the 80s. One of the units is kept at the Crewe Heritage Centre. I had an equally obscure clue - Engine Crewe? (4) for which you would need knowledge of Oliver Postgate and 1990s BBC election broadcasts.
