                                      Wow, the resolution is pretty good for a phone.

                                      The fire hydrant and speed limit sign look American. Houses on stilts would be somewhere between Louisiana and Georgia I'm guessing? I expect the experts will be along shortly

                                                  One definitely could be, though I am getting a bit more a Gulf Coast vibe.

                                                  Fussbudget, with climate change, houses on stilts can now be found pretty much anywhere along the Atlantic or Gulf coasts (somewhat less common along the Pacific, but not unknown).

                                                  The one in question both looks older and less exposed to the ocean than most of the new examples. I am guessing that it is on a bay or tidal inlet that has been known to flood.

                                                  I can't read the sign or make out the number plates.

                                                    There are very few coastal Civil War battlefields (to use the USism)

                                                    The most significant (other than Fort Sumter, which isn't really a battlefield and very much is not this) is likely Vicksburg, which is on the Mississippi River.
