I was mostly watching Germany - Hungary, but I saw the penalty and don't see how Loris's punch to the head wasn't dangerous play. But, as Gosen's knee to the head wasn't dangerous play in the opening game, at least the refereeing is consistent and smashing players in the head is not cautionable provided the player gets close to the ball.

They are, but they only refer the ref to the monitor if they feel it is worthy of review.

They at least didn't think it was an incorrect decision. A review means that they believe it is an incorrect decision, a plausible or debatable decision will still stand even if they feel there were other potential decisions.
