Essentially, because when three teams are tied, it reverts to GD, because apart from Belgium, all would have defeated the other, Finland currently on 0, Denmark on -2 and Russia could be no better than -3 if they lose.

I think Russia will go out if they lose to Denmark, irrespective of the other game, because that negative GD is a killer in the best 3rd place table. It would just be a question of whether they go out in 3rd or 4th.
