Penalty shootout shenanigans

My local team, in the third tier of Romanian football (and the third tier has 5 divisions in it), recently qualified for the last 16 of the Romanian Cup. They'd never got past the last 64 before (and then only once). They were drawn against Dinamo Bucharest, for a huge match. The game was switched to an evening kick off (depending on who you speak to this was either entirely normal, or an attempt to force Csikszereda to switch venues as they don't have lights - but in response they brought in some kind of temporary lights)

Anyway, it was 2-2 at full time, 3-3 after extra time and then penalties.

I went to the women's Champions League final in 2017. It was 0-0 aet and got to 6-6 in the shoot out. One of the goalies was giving it large as she got ready to take a kick. She missed. The other goalie then took a kick and scored to win the shoot out.

The goalkeeper was as far off his line in the retaken penalty as the first one. hell of a story though.

On a rules tangent, what is the actual rule as to cautioning goalkeepers who move off their line (e.g. Ireland U-17 keeper during the summer)? Also, can you change your penalty taker in a shoot-out if they miss but the ref orders a retake?
