I actually like the West Ham kit, the lines on the shoulder remind me of feature decals on a number of classic Tamiya RC buggies, and that's a good thing.

EFL clubs have agreed to use change kits to avoid issues got colourblind fans, which can include asking the home team to change and/or teams mashing up shirts, shorts and socks of their different kits.
Looks like there's going to be guidance about what works and what doesn't, for example, it could say that there shouldn't be matches where both teams wear striped shirts.

Everywhere I've seen this reported, the wording is that clubs 'will be able' to change not that they must. Also, they will be able to 'mix and match'. Were they not allowed to do this previously?

No, changes of home kit were not allowed, but in extremis the referee can order a change of kit
For example, when Exeter City turned up at Feethams in blue and white stripes (second kit) which clashed with our then black and white kit and changed into our previous season's sky blue third kit before the kick-off
Or when Hull City turned up in a light grey kit, meaning Darlo changed into a red change strip on the side of the pitch
I like that Cambridge shirt. They had those big chevrons in the early 1990s, didn't they? Makes sense, that seems to be where the 'retro' clock seems to have come to a halt, for now. It'll all be string collars and Asics kits that are three sizes too big in a couple of years.

It's clearly a nod to the classic Influence template they wore then but it's just a blandly, boringly executed retro touch. I like nods to clubs past kits but they are a tricky thing to get right.
I much prefer the bold design of the last Cambridge shirt.
