But, well, clearly the answer to the opening post is still Antonin Panenka.* Even Zidane trying a Panenka in a World Cup Final was at a less critical juncture; Panenka's was potentially (and as it happened actually) the decisive penalty in a shoot out in a major final, rather than ~10 minutes into the game.
* - hospitalised with COVID last week and was in a serious condition, though reports at the weekend were a little more hopeful. :-(
As for a slower successful penalty, the one in the opening post is about 1.5 seconds from kick to crossing the line. The Cruyff-Olsen one for Ajax against Helmond Sport takes close to four seconds to develop. And Cruyff's actual kick from he penalty mark highly likely wouldn't have traveled 12 yards in total if it had been allowed to come to a total stop.
