I don't think he was retiring, I think he was just leaving Newcastle after 20 years.

Yes it is the very same Túlio. He did win the title with Botafogo in 1995, finished as the league's top scorer and scored a suspiciously offside goal in the final against Santos. The handball incident you're referring to may have been the one in the 1995 Copa America which gave Brazil a 2-2 draw against Argentina and they went on to win the penalty shoot-out. Believe it or not, I actually attended that game on my first visit to South America.
