    Nick Knowles gets driving ban

Six points and a fine for speeding and using a mobile phone

Added to his six previous points that's a six month ban.

    But a victim surcharge?

    Who's the victim here?

The Victim Surcharge is levied on everyone found guilty in court of an offence. There doesn't have to be a specific victim. It's even levied on those who get a conditional discharge.

The money goes to a central fund to assist victims of crime.

They could use that to do up somebody's safe-house.

Speeding whilst talking into a hand held mobile should invite an instant driving ban, like driving drunk. What's this rubbish about six points and a fine?
